California law gives you the right to a binding estimate. A non-binding quote is an opinion; a binding estimate is a legal commitment. Ask for it explicitly, in writing, before you sign anything. The estimate should itemize every service: labor, truck, fuel, equipment, any flight-of-stairs or long-carry charges. There should be no asterisks pointing to undisclosed add-ons.
Demand for a large cash deposit (10–15% is reasonable; 50% is a red flag). A price given without seeing your home or a complete inventory. No physical office address — only a toll-free number. Pressure to book immediately with a "limited-time rate." Trucks with magnetic logos that can be removed (common in bait-and-switch operations).
The "hostage cargo" scam: your belongings are loaded, then the crew announces a substantially higher price before unloading. Under California law, a mover cannot charge more than 10% above a non-binding estimate (the 110% rule), and cannot exceed a binding estimate at all. If this happens, note the truck number, photograph everything, and call the CPUC at (800) 894-9444.
California movers are required to offer Released Value Coverage ($0.60/lb — often inadequate) and Full Value Protection. Ask what's included and what full coverage costs before move day. If you have valuable items, consider third-party moving insurance as well.
